I think he must have been. Maybe the real father was the Joseph Williams.
On both the 1901 and 1911 census Mary and Hubert are boarding with him.

Q, looked for births for Hubert Vincent 1893 to 1896 - two but surnames are not Bradford or Williams, although some Hubert Williams. I think DIZZI is right when she says you need to get the marriage certificate of Hubert and ELizabeth - to see the father's name. Maybe you will have more luck than I did when sent for the so called youngest son of my George and Mary Armitage nee Lofthouse - his will list gives the rest of the family as inheritors - his birth certificate does not have a father listed so it looks like he was a half brother as george had died two years before he was born - what tangled webs they wove to survive as women in a very alien world without a man as provider

JA, One of Neville's ancesters had several children obviously
out of wedlock, and my gt grandmother has no father listed on her
birth certificate. Along with a brother.
I got to thinking, there will be a lot like that with the young ones today.
I wouldn't like to be a genealogist in 100 years time.
