bastardy order/assises court

hi..just a query regarding no fathers name on a birth certificate...i`ve red about a bastardy order on threads,but what exactly does it entail...where were they ordered...and how and to whom???...if someone in 1896 said i`m not the father of this child..how could someone issue a bastardy order...i`m a little confused...regards...allan
